The Amber Plan was started in July 1997 to help safely recover missing children that police believe have been abducted. The Association of Radio Managers (ARM) in Dallas, Texas, created the program in memory of 9-year-old Amber Hagerman who was abducted and murdered in 1996.

The goal of the Amber Plan is the safe recovery of missing children that a law enforcement agency believes has been abducted and is in danger of serious harm or death. Missing adults, runaways, and children taken in child custody disputes usually do NOT qualify for Amber Plan activation.

Each city or state’s Amber Plan program is administered separately in accordance with EAS procedures approved by the FCC. Each program establishes its own Amber Alert criteria, activation procedures, and distribution methods. KatyInfo.com is an official Amber Plan Partner.

Victim is Austin James McKinney W/M 2-1/2 YOA DOB 7/6/2004 2-1/2 - 3 feet tall approx 35 lbs. blonde shoulder length hair blue eyes wearing grey camo long sleeve shirt grey pants with red stripes down the pant legs white socks.

[The person(s) who performed this kidnapping] has a 9MM Beretta gun is a W/M and has shoulder length brown hair, brown goatee 6'02" - 6'03" 250lbs. mid to late 30's, blue jeans and black leather jacket.

The [person(s) who performed this kidnapping] vehicle is faded dark hunter green extended cab Chevy truck approx. 1998 model paper plates bearing 013006 and left on county road 48 going towards Alvin there was possibly a female in the back seat of the vehicle with deep red long straight hair in a ponytail.

  The hf15 was believed to have been abducted from Pasadena High School at approx 7:30am by an ex-boyfriend. The suspect is beleived to be Edwardo Munoz, HM19. He is believed to be in metalic blue 1990-1993 ford mustang, TX registration J36HNS. The suspect may be taking the victim to Larado, TX. The victim''s parents received a call from a friend of the victim who claims she saw the suspect arguing with the victim. The suspect forced the victim into a vehicle and fled.

• The Gordon County Sheriff's Office and the Georgia Bureau of Investigation are looking for Brittney Phelps, 10; Brandy Jones, 4; and Tammy Jones, 3.

  All are white females and were last seen on January 7, 2004, at 186 Pack Road, Ranger, Georgia. They are believed to be in extreme danger. The girls were abducted by Jerry William Jones, 32, a white male, 5'7" in height, weighing approximately 150 pounds.

  Jones and the children may be traveling in a 1991 Red/Maroon Ford Explorer with Georgia tag # 730 YFV. The vehicle was last seen traveling west on Highway 156 from Highway 411.

  If anyone has information on the whereabouts of Jerry Jones and the three chidren--Brittney Phelps, Brandy Jones and Tammy Jones-- please call 911 or contact the Gordon County Sheriff's Office at 706-629-1244.

  Christopher Devon Alan Byerly, 5 years old, also called Bubba, was allowed to go with a family friend, Darrell Ray Shaver, at 8 am Monday (7/21) and has not been seen since. Shaver told Christopher''''s parents he was going to Pasadena. It was discovered that Shaver is a crack cocaine addict and may be looking for drugs. Christopher is 3-foot-6, 40 pounds, with blonde haid and green eyes. He was wearing a green T-shirt with a picture of a monster truck, blue jean shorts, and brown sandals. Christopher is missing two front teeth. Shaver is a while male, 29 years old, 6-foot-3, 180 pounds, browns hair, hazel eyes, last seen wearing a grey T-shirt and khaki shorts.   Other Information:
  Vincent Mastroianni, a 13 year old white male, was last seen at 9:20 PM in the 2300 block of Misty River in far West Harris County. He told a friend he was going home which is in the 19900 block of Black Cherry Bend Court, which is about a ten minute bicycle ride. He never arrived home. The bicycle was found at approximately 11:30 PM along a bayou between the two locations. Searches of residences and open areas have produced negative results. Vincent is 5'-2"
